I use 1000 with mostly max settings on ryzen 3600 and gtx 970, and I get 30 - 60 fps, I rather have 1000 men battles than high fps, 30 fps is just occasionally and is still playable, and you mostly lead the army of that size that fight yourself so no problem really, I might try setting it to 2000 in settings see if that's possible, tough not really encountered many armies over 1000 men
